Two day Training Programme on “Environmental Friendly Techniques for Pulp & Paper Sector”

GIZ in cooperation with Gujarat Cleaner Production Centre (GCPC) organised a 2-day training programme on “Environmental Friendly Techniques for the Pulp & Paper Sector” on 25th and 26th November, 2013 held at Centre of Excellence (COE), Vapi GIDC, Vapi for the environmental managers and process managers of the paper industries. The training was conducted by the experts from UBA (German Federal Environmental Agency).

The key aspects were covered in the training programme:

Best Available Techniques in the Pulp and Paper Sector – European ExperienceTechniques for waste water treatment for different paper mills – removal of colour, COD, AOX, and TSS.Fibre recovery from paper machine effluentsEnergy efficiency in pulp and paper mills e.g. energy recovery, solutions for residues of waste paper processing, reutilisation of biogas from anaerobic waste water treatment

Day 1: 25th November 2013

First Day of the Training Programme covered inaugural session followed with  presentation on The concept of Best Available Techniques (BAT) according to the European Industrial Emissions Directive (IED), BAT in the Paper Sector in Europe – an Overview, Networks in the German Paper Industry, Financial incentives for environmental abatement as initiated by the State of Gujarat with special reference to the paper sector, Process of setting minimum requirements for waste water discharge on national level and enforcement of emission limit values in Germany, Overview of the Pulp & Paper industry in Gujarat – structure of the industry, main environmental issues, Water circuits and water balances in recycled fibres processing mills, Examples of reduction of water consumption and process water recycling in Indian reference plants. At the end of the programme, Industrial Visit at one of the Recycle Industry was organised.

The invitees on the inaugural session of the first day included, Ms. Brigitte Zietlow, German Federal Environmental Agency (UBA), Mr. Bharat Jain, Member Secretary, GCPC, Mr. G. H Trivedi, Vigilance Officer-Surat, GPCB, Mr. Chaitnya Bhatt, Secretary, Vapi Industries Association, Mr. T. B. Shah, Unit Head-Vapi, GPCB, Mr. Tushar Shah, Director, Damanganga Paper Mills.

Member industries of Gujarat Pulp and Paper Mills Association, vapi region and Paper industries from surat were present. More than 70 participants of Recycle Paper Industries attended the first day of training programme.

Mr. Bharat Jain, Member Secretary, GCPC welcomed the dignitaries on the dias, participants and UBA & GIZ Team. Then he briefed about the objective and schedule of the programme and wished all the success of the programme.

Mr. G. H. Trivedi, Vigilance Officer- Surat, GPCB, Mr. Chaitnya Bhatt, Secretary, VIA and Mr. Tushar Shah, Director, Damanganga Paper Mills addressed the participants. Ms. Brigitte Zietlow, German Federal Environmental Agency (UBA) conveyed best regards to the participants from President of UBA.  The inaugural session ended with vote of thanks by Mr. Debajit Das, Technical Advisor, IGEP-GIZ.

After inaugural Session, the technical Session started with the topic of Environment Friendly Techniques on Recycle Paper Sector. Ms. Almut Reichart, UBA presented the concept of BAT document with its Legal background with the European ‘Industrial Emissions Directive’ (IED). She also described the definition and the determination of BAT with its implementation in European Countries. In next presentation, Ms. Almut Reichart explained the Environment Standards for Pulp and Paper Sector with Overview and Status of the European pulp and paper industry. She also gave details about the structure of the BREF with some examples for Best Available Techniques for Recovered Paper Processing, Papermaking and related Processes.

In the third Presentation, Ms. Almut Reichart explicated stakeholder’s involvement in the European legislative process to document and legalizes the BREF. She also made a special mention about the information exchange flow with its network on BAT and EU Network for the Implementation and Enforcement of Environmental Law.

Mr. Hiren Bhendval, Project Engineer, GCPC presented various financial assistance schemes under Environment Protection Measures for MSME units and Environment Protection Measures and Infrastructure of Industries Commissionerate, Government of Gujarat. 

In the fifth presentation, Ms. Brigitte Zietlow, UBA explained the process of setting minimum requirements for waste water discharge on national level and enforcement of emission limit values in Germany. She also explained transformation of BAT conclusions into national binding rules, Federal Water Act and Waste Water Ordinance with some example from Paper mills Appendix 28. She further added Water Levy Act and its General considerations.

Mr. Debajit Das, Technical Advisor, IGEP-GIZ presented overview of the Pulp & Paper industry in Gujarat with structure of the industry and main environmental issues related to process and waste water treatment.

In the seventh presentation, Ms. Brigitte Zietlow, UBA discussed about water circuits and water balances in recycled fibres processing mills and associated environmental performance levels for the waste water flow at the point of discharge.

Mr. Tushar Shah, Director, Damanganga Paper Mills presented the examples showing reduction of water consumption and process water recycling in Indian reference plants with some highlight of Gujarat Recycle Paper Industries.

The open session at the end of the training Programme, included discussions on how the European experience can help improve the environment performance of the Indian paper sector and how an exchange of information on environment friendly, effective, high quality techniques can happen with special regard to SMEs.

Finally an industrial plant visit was organized at one of the recycle paper unit - M/s. Damanganga Paper Mills, Vapi in order to get an insight to the process water recycling by all the participants. UBA Team, GCPC & GIZ officials and the participants observed the production process and also studied the waste treatment facilities of the recycle paper unit.  

 

Day 2: 26th November 2013

Second day of the Training Programme started with technical session on presentation on examples of process water recycling in Indian reference plants by Mr. Suresh Desai, General Manager, Vaibhav Paper Mills, Vapi. He explained some good examples of water recycling and reuse in their industry. 

In the second presentation, Ms. Brigitte Zietlow, German Federal Environmental Agency (UBA) presented techniques for waste water treatment for different paper mills – removal of colour, COD, AOX, TSS etc. she also explained ssubstitution of bleaching chemicals, substitution of wet strength agents with some end-of-pipe techniques.

Mr. N. K. Kuttiappan, GIZ Consultant, described the status of Environment Friendly Techniques in Recycle Paper Industry project at Vapi. He also mentioned the technical evaluation of the feasible option which was already identified and has potential for pilot implementation.

Ms. Almut Reichart, UBA presented fibre recovery from paper machine effluents covering best available techniques for fibre recovery and its connection to water cycle with some example microfiltration for different applications and Benefits. She also made a presentation on Control of AOX by primary measures e.g. improved delignification in pulping, modern ECF or TCF bleaching, choice of chemicals.

In sixth presentation, Mr. Tai, General Manager, Rama pulp & Paper Mill explained examples of improved pulping, bleaching or washing technology in Indian reference plants.

Ms. Brigitte Zietlow, German Federal Environmental Agency (UBA) presented energy efficiency in pulp and paper mills e.g. energy recovery, solutions for residues of waste paper processing, reutilisation of biogas from anaerobic waste water treatment. She also explained BAT on waste water treatment in Europe, Standard techniques for removal of color, AOX, COD, TSS, Advanced techniques for removal of color, AOX, COD, TSS etc.

In concluding session, Mr. Trivedi, Environment Committee, VIA, Mr. Shastri, Secretary, VIA, Ms. Brigitte Zietlow, UBA, Mr. Bajaj, CFO, VWEMCL, Mr. Tushar Shah, Director, Damanganga Paper Mills, Mr. Asraf Ali, Director, Ruby Macons, Vapi were invited on dais to start discussion session. All the participants and invitees on dais gave their input and suggestion to improve the process and environment related difficulties.  

Finally, training programme ended with Certificate distribution to all the participants for attending two day training programme on 2-day Training Programme on “Environmental Friendly Techniques for Pulp & Paper Sector”.

On 27th November 2013, industrial visit for UBA Experts with GCPC & GIZ Team, was carried out in following industries:
